Library strategy consultation

The draft strategy for Hillingdon library service focuses on 5 ambitions, based primarily on the council strategy, the universal offer from Libraries Connected and other local strategies, including Digital Connectivity and Climate.

The library service has also reflected on its strong track record in supporting residents of all ages to access culture and literature, reliable information and opportunities to learn and participate. We want to hear from a broad range of people, including residents, community groups and businesses to ensure nothing has been missed.

The library service has been operating on a temporary set of opening hours since emerging from the pandemic restrictions and, as part of the strategy, is also consulting on a new permanent set of opening hours.

All Hillingdon libraries are grouped into 4 tiers based on their size, location and usage, so that we can direct resources according to how branches are accessed by those who live, work or study in the borough.

This questionnaire will also seek your views on the hours proposals.

We will continue to meet our statutory duty to deliver a comprehensive and efficient library service and will look at ways of ensuring library service delivery continues to be sustainable and a large network of libraries across the borough is retained.

Adult learning in Hillingdon

Hillingdon Council’s adult education service has released its new programme of courses for the spring 2023 term which adults aged 19 and over can enrol on now to boost their professional or personal development.

The wide selection of more than 500 sessions on offer from January include cyber security and a six-week employability course that helps learners into work or a career change by identifying transferable skills and mastering CV writing and interviews.  There are new courses for adults interested in careers in childcare, which include support teaching and understanding specific learning difficulties, for classroom-based roles; along with courses suitable for wider school support roles, such as safeguarding and mental health awareness.

The new term also brings three new family focused learning courses — manage your money, healthy eating on a budget and how to emotionally support your child — which are free to residents and aimed particularly at parents with children attending Hillingdon schools.

Learn Hillingdon’s range of sustainable living courses have been enhanced for the spring term, with new sessions to help learners repurpose, reuse, recycle and save money in 2023. Among the short courses on offer are being kitchen savvy with leftovers and ways to conserve heat and save money.  The service also offers several courses for adults who want to improve their basic maths, English, or digital skills, which are completely free.

Review of Hillingdon Council Gambling policy

The Council is required to review its Statement of Gambling Policy at regular intervals to ensure that it is carrying out licensing functions in accordance with current legislation. During this review, consideration has been given to how changes might improve the way in which services are being delivered, to make them more efficient and customer friendly.

The Council are now seeking your views on the draft proposed Statement of Gambling Policy 2022-2025.

The consultation period is between 12th September 2022 and midnight on Monday 24th October 2022

The Gambling Act 2005 sets out how gambling in Great Britain is regulated. It came fully into force in September 2007, and covers arcades, betting shops, bingo premises, casinos, gaming machines, society lotteries, and remote gambling (including online gambling). The Council is required to review the Statement of Gambling Policy every three years. The current policy was last formally reviewed in 2019 and therefore requires updating.

The regular review and adoption of the Statement of Gambling Policy ensures that the licensing framework are up to date and effective in ensuring a safe and regulated environment for users of licensed premises.

Have your say on the new 4-year council strategy

The council is inviting the community to come forward and have their say on the council’s draft vision and priorities for the next 4 years which outline its ongoing commitment to putting residents first.

Hillingdon Council’s Cabinet approved the authority’s draft Council Strategy 2022 to 2026 for consultation at its meeting on Thursday 7 July 2022.

The council’s vision

The council’s vision remains putting residents first, and the ambition statement for residents is that Hillingdon is a safe, inclusive, more digital borough with a strong economy.

For the council itself the ambition is that it strives to be an efficient, well-run, digitally- enabled authority and works with partners to deliver services to improve the lives of its residents.

Commitments

The 5 commitments to residents included in the draft strategy are:

  1. Safe and Strong Communities
    Hillingdon is a safe place with resilient, strong communities with access to good quality, affordable housing.
  2. Thriving, Healthy Households
    Children, young people, their families and vulnerable adults and older people live healthy, active and independent lives.
  3. A Green and Sustainable Borough
    Hillingdon will be a sustainable, carbon-neutral borough, protecting Hillingdon’s heritage, built environment and valued green spaces. Residents live in pleasant neighbourhoods with access to sustainable waste management and transport.
  4. A Thriving Economy  
    We are actively working with local businesses and partners to create a borough where businesses grow within a strong economy and local people can improve their skills and enjoy good quality jobs.
  5. A Digital-Enabled, Modern, Well-Run Council
    We are a well-run, sustainable council with sound financial management, achieving positive outcomes for residents.

Hillingdon Adult Learning update – February 2022

The past couple of academic years have been difficult for everyone with the pressures and restrictions from the COVID-19 pandemic. However, with Hillingdon Adult and Community Learning (HACL) we were able to adapt by using a blended approach to how we offer our courses.

Some have been held in person, at one of our four centres or in various community locations across the borough and over the past year, we’ve also offered many courses online.
You don’t need to have qualifications or experience for many of the courses we offer, and where you do, we have a trained team that can identify the course that’s your best fit and help get you enrolled, too.

Our adult learning courses offer you the opportunity to develop skills, to change career paths, to get onto the employment ladder, to start a new hobby, begin a new vocation or even support your health and wellbeing.

The programme is for adults aged 19 and above, and offers something for everyone, with levels ranging from beginners to intermediate and onto advanced if you’re really getting into the experience.

In addition, new courses are added regularly. Many of those who have done our courses have spoken of the opportunities that they have experienced by learning to grow in confidence, knowledge and skills in their personal, academic and working lives.
